Lihua Starch Company Independently Issues RCEP Declaration of Origin for Exports to Indonesia
Recently, a shipment of maltodextrin—valued at over 280,000 yuan—exported by Qinhuangdao Lihua Starch Co., Ltd. was fully loaded and has set sail for Indonesia. Thanks to a self-issued Declaration of Origin provided by the company, this shipment qualifies for a 5% tariff reduction in Indonesia. This marks the first instance of a Hebei-based enterprise independently issuing a Declaration of Origin for exports to Indonesia under the framework of the Regional Comprehensive Economic Partnership (RCEP).
"In September of this year, our company obtained the status of 'Approved Exporter' from Customs. This allows us to independently issue Declarations of Origin, which not only saves us the time and cost of traveling back and forth to Customs offices to process Certificates of Origin but also provides greater flexibility in scheduling shipments. More importantly, this status has enhanced our credibility within the international market," stated Zhao Kai, a staff member in the Business Department at Qinhuangdao Lihua Starch Co., Ltd.
It is reported that Advanced Certified Enterprises—once they have mastered the Rules of Origin applicable to relevant free trade agreements and established a comprehensive document management system for verifying originating status—may apply to Customs for "Approved Exporter" accreditation. Upon becoming an Approved Exporter, an enterprise is authorized to independently issue Declarations of Origin to enable its exported goods to enjoy preferential treatment abroad. These self-issued declarations carry the same legal weight as Certificates of Origin issued directly by Customs, thereby effectively reducing corporate compliance costs and further accelerating the customs clearance process. Currently, six free trade agreements signed and implemented by my country—specifically the RCEP, as well as agreements with Switzerland, Iceland, Mauritius, New Zealand, and Serbia—have all adopted the Approved Exporter system.
To assist enterprises in fully leveraging the convenience of self-declaration offered by the Approved Exporter system, Shijiazhuang Customs has intensified its efforts to publicize the relevant policies. Through data mining and analysis, the Customs authority has comprehensively assessed the specific needs of local enterprises. Furthermore, for Advanced Certified Enterprises expressing an interest in applying, Customs provides "one-on-one" policy guidance to help them familiarize themselves with the application criteria and procedures, while also offering follow-up support and instruction on the actual process of independently issuing Declarations of Origin.
