Recently, a batch of maltodextrin worth over 280,000 yuan exported by Qinhuangdao Lihua Starch Co., Ltd. was loaded and shipped to Indonesia. With the self-issued origin declaration by the enterprise, the goods can enjoy a 5% tariff reduction in Indonesia, marking Hebei’s first RCEP origin declaration for export to Indonesia. The company obtained the customs “Authorized Economic Operator” qualification in September, enabling it to issue origin declarations independently, saving time and costs and enhancing its international market credibility.
Authorized Economic Operators, recognized by customs after mastering FTA origin rules and establishing sound document management systems, can issue origin declarations with the same effect as customs-issued certificates. Currently, 6 FTAs including RCEP have adopted this system. Shijiazhuang Customs has strengthened policy promotion, conducted data analysis to identify enterprise needs, and provided one-on-one guidance to eligible enterprises to help them grasp application procedures and enjoy policy dividends.
